Amid Duplicate EPIC Row, ECI Invites Party Chiefs for Interaction to ‘Strengthen Electoral Processes’
Amid the ongoing controversy over duplicate EPIC cards, the Election Commission of India (ECI) has taken a proactive step to address the issue and enhance electoral integrity. On Tuesday, March 11, 2025, the ECI invited chiefs and senior leaders of all political parties for an interaction aimed at further strengthening electoral processes. This move comes as a response to the rising concerns over duplicate Voter ID numbers, which have sparked widespread debate and scrutiny.
Amid Duplicate EPIC Row: ECI Takes Initiative
The issue of duplicate Voter ID numbers first came to light when the Trinamool Congress revealed a list of individuals with identical Electoral Photo Identity Card (EPIC) numbers. The Congress party, which had previously alleged significant voter list manipulation during the Maharashtra Assembly polls, also joined the discussion. Leader of the Opposition Rahul Gandhi raised the matter in the Lok Sabha, emphasizing the opposition’s demand for a thorough discussion on voter lists.
In response to these concerns, the ECI has invited suggestions from all National and State political parties by April 30, 2025, to address any unresolved issues at the local level. This initiative aims to ensure that all stakeholders have a voice in the process and that any potential flaws in the electoral system are identified and rectified.
ECI’s Commitment to Transparent Electoral Processes
In individual letters to political parties, the ECI highlighted the robust legal framework already in place to ensure free and fair elections. This framework includes the Representation of the People Act 1950 and 1951, the Registration of Electors Rules, 1960, the Conduct of Election Rules, 1961, and various orders from the Supreme Court. The ECI also referred to the Instructions, Manuals, and Handbooks issued by the Commission, all of which are available on the ECI website.
The ECI emphasized its vision to interact with party presidents and senior members to further strengthen electoral processes in accordance with established law. Political parties, identified as key stakeholders among 28 stakeholders by the Commission, are encouraged to participate actively in these discussions.
Chief Election Commissioner’s Directive
During a recent conference with State and UT level officials, Chief Election Commissioner Gyanesh Kumar instructed CEOs, DEOs, and EROs of all States/UTs to hold regular interactions with political parties. These interactions aim to resolve any suggestions received within the existing legal framework and submit an action taken report to the Commission by March 31, 2025.
The Commission has urged political parties to proactively use this mechanism of decentralized engagement to ensure that electoral processes remain transparent and fair.
